***RCC: CCAC suggests new advocacy for a federal mandate for Relay Conference Captioning (RCC) for all telephone calls made by people who are deaf, deafened, or have a hearing loss. RCC is full quality verbatim real time speech to text  translation on the phone or with an online connection. 

About 46 million Americans are deaf, deafened, or have a hearing loss and captioning is required for full communication access. As Video Relay has achieved federal support for roughly 2% of these millions, those who use and deserve access via sign language, for the other many millions, current systems fall short for modern life.
